2025.06.19
The JICA DX Lab has released a strategic report titled “Digital Transformation for Growing Water Utilities
”, aimed at enhancing the sustainability and operational efficiency of water supply utilities.
The report draws on JICA’s extensive experience in Official Development Assistance (ODA) and proposes Enterprise DX as a key enabler for addressing the pressing challenges faced by water utilities.
The report introduces ways to address pressing issues such as reducing Non-Revenue Water [1] (NRW), managing aging infrastructure, and improving financial health. It showcases how advanced technologies—including AI, IoT, and smart meters—can enable real-time monitoring, predictive maintenance, and efficient resource allocation.
The report presents a structured and actionable strategy to help utilities overcome issues such as Non-Revenue Water (NRW), aging infrastructure, and financial instability. It highlights the use of advanced technologies—including AI, IoT, and smart meters —to enable real-time monitoring, predictive maintenance, and efficient resource management.
In addition, the report introduces a digital maturity assessment framework, an ideal technology architecture, phased implementation steps, and real-world case
[1] It refers to water that has been supplied but does not generate revenue, and is a major cause of water loss, reduced income, and declining service quality—particularly in developing countries.
