Integrated Project Management System (IPMS) for BMRCL

1. Details of Implementation

This Request for Proposal (RFP) is an initiative led by JICA DXLab, in collaboration with Bangalore Metro Rail Corporation Limited (BMRCL), to select a qualified Digital Partner for the design, development, implementation, and maintenance of an Integrated Project Management System (IPMS).

The primary objective of this initiative is to establish a comprehensive, enterprise-grade digital platform that enables end-to-end project management of metro infrastructure projects—from planning and design through construction, commissioning, and handover.

The IPMS will act as a unified digital backbone for BMRCL, integrating data, workflows, and stakeholders across civil, systems, contractors, consultants, and internal teams. The platform will leverage industry-standard tools, cloud infrastructure, and AI-enabled analytics to improve transparency, efficiency, and decision-making across the project lifecycle. The development and implementation effort shall broadly encompass the following:

  • Planning and Design: (Project roadmap, milestones, timelines and KPIs, BRDs and TRDs, system architecture, integration design, UX/UI wireframes, cloud & security setup)
  • Build and Test: (Agile development sprints, configuration and integration of IPMS modules, security compliance, performance testing, VAPT, and documentation)
  • Deployment: (Phased go-live across waves, pilot deployment, user onboarding, training, and knowledge transfer)
  • Maintenance and Stabilization Support: (Hypercare support, operational monitoring, issue resolution, and transition to steady-state support)

2. Timeline

This engagement for IPMS deployment at BMRCL can extend up to 3 years. The implementation (solution development & licensing) period is scheduled till 26th February 2027, executed through a phased, wave-based delivery approach, with progressive rollout of IPMS capabilities across three waves. Each wave will include development, integration, pilot testing, and go-live, followed by hypercare support.
Following this implementation period, contract will be transferred to BMRCL who can choose to engage further for licensing & maintenance (as per the quotation shared in the RFP response)

3. Project Context

Japan International Cooperation Agency (JICA) is a governmental agency that coordinates official development assistance (ODA) for the Government of Japan to promote socio-economic growth in partner countries. JICA has been a long-standing development partner for metro rail and urban infrastructure projects in India, including Bengaluru, providing both financial and technical cooperation.

JICA DXLab is a mechanism within JICA that spearheads the digital transformation and innovation across JICA-supported infrastructure programs. DXLab focuses on deploying enterprise-scale digital platforms, data-driven systems, and artificial intelligence to enhance governance, operational efficiency, and long-term sustainability of large infrastructure assets.

Building on its experience across multiple metro and infrastructure programs, JICA DXLab now envisions the development of a first-of-its-kind Integrated Project Management System (IPMS) for BMRCL. This initiative aims to set a new benchmark for digitally enabled project delivery in large-scale metro construction, with potential for replication across other cities and geographies.

4. Project Members

4.1 Project Executing Agency – Bangalore Metro Rail Corporation Limited (BMRCL)

Bangalore Metro Rail Corporation Limited (BMRCL) is the Project Owner for the Integrated Project Management System (IPMS) initiative.

As the implementing agency, BMRCL is leading the IPMS initiative, ensuring alignment with its operational priorities, governance frameworks, and long-term vision for digitally enabled project delivery. The initiative reflects BMRCL’s institutional focus on integrated planning, data-driven execution, and enhanced transparency across complex metro construction programs.

Through this initiative, BMRCL is positioning the IPMS as a core digital capability to strengthen cross-functional coordination, improve decision-making, and support the efficient, accountable, and timely delivery of metro infrastructure in Bengaluru.

4.2 Supported by JICA

JICA has been working closely with Bangalore Metro Rail Corporation Limited (BMRCL) on development of metro railway and urban mobility in Bengaluru, both financially and technically.

JICA DXLab supports the IPMS initiative as part of its broader mandate to promote digital transformation in infrastructure delivery. DXLab will provide strategic oversight, technical guidance & programmatic support to ensure that IPMS:

  • Adheres to global best practices & international standards
  • Leverages scalable and secure digital architectures
  • Delivers measurable improvements in project governance and performance

This reflects JICA DXLab’s commitment to enabling sustainable, technology-driven infrastructure development in partner countries.

5. Eligibility for Participation

An eligible bidder must have a legal entity in India, with minimum 5 years of experience in technology development (software development, data management, and technological innovation with custom app / software) in the domains of LCPM/Project management in Infrastructure Industry. Detailed eligibility will be provided in the RFP.
Only eligible bidders will be considered for technical evaluation and invited for the proposal presentation session. Post-presentation, technical bid evaluation will be made based on the assessment of the technical proposal and presentation. Subsequently, shortlisted bidders clearing the minimum cutoff technical score will progress to the commercial bid evaluation. The combined technical and commercial evaluation scores for each shortlisted bidder will then determine a selected bidder (Digital Partner) with the highest score.

6. Primary scope of work

6.1 Cloud Platform and Core IPMS Setup

The Digital Partner shall design, provision, and manage IPMS platform, including:

  • Cloud infrastructure setup (compute, storage, networking)
  • Integration layer for seamless connectivity with BMRCL systems, contractor tools, and third-party platforms
  • Common Data Environment (CDE) and data layer for structured, semi-structured, and unstructured data
  • End-to-end security architecture aligned with applicable standards and government guidelines
  • Fully automated CI/CD pipelines and DevOps practices
  • Development and configuration of core IPMS application modules

6.2 Central Web Portal and Field Mobile Application

The Digital Partner shall design and develop:

  • A Central Web Portal serving as a unified landing page for dashboards, IPMS modules, and integrated tools
  • A Mobile Application enabling field data capture, inspections, daily progress updates, and workflow approvals
  • Both interfaces shall support role-based access, single sign-on (SSO), offline functionality, and seamless navigation across all IPMS components.

6.3 IPMS Module Implementation

The solution shall implement an integrated suite of IPMS capabilities covering the full project lifecycle, including:

  • BIM-based planning and visualization (3D / 4D / 5D)
  • Automated quantity estimation and cost integration
  • Design collaboration and review workflows
  • Construction documentation and workflow digitization
  • Daily update digitization
  • Tool-based construction Scheduling and monitoring
  • Progress monitoring dashboards
  • Invoice & variation management
  • Vendor management systems
  • Digital inspections
  • Smart handover readiness tracker
  • Advanced analytics: AI-enabled progress forecasting
  • Advanced analytics: Predictive variance detection

The Digital Partner shall also purchase, configure and integrated licenses that may be required for implementation of these solutions.

The exact scope and phasing of modules will be detailed in the RFP.

In addition to the solutions shown above, JICA and the Digital Partner will consult and may decide to implement some additional solutions in the Subsequent Term. This contract will subsequently be transferred to BMRCL on completion – following which BMRCL may continue engagement with the Digital partner for licensing and maintenance of the platform.
