Details of Implementation

This Request for Proposal (RFP) is an initiative led by JICA, aiming to select a technology solution provider for the Phase 2 of the Bengaluru Transport Stack (BTS). The primary objective is to develop and maintain BTS as an open data exchange platform, enhancing commuter experience and fostering innovation by expanding use cases and driving adoption across the Bengaluru transport ecosystem.

The development and implementation effort broadly encompasses the following:

Digital Partner

To be selected through this RFP process. The Digital Partner will be responsible for the full-cycle delivery including planning & design, build & test, deployment, and maintenance.

Timeline & Milestones

The implementation is scheduled for 8 months (June 2026 – January 2027), comprising an Initial Term (June–August 2026) and a Subsequent Term (August 2026 – January 2027).

PROJECT CONTEXT

Japan International Cooperation Agency (JICA) is a governmental agency that implements official development assistance (ODA) of the Government of Japan to promote socio-economic growth in partner countries. JICA supports sustainable development in partner countries including through loan, technical cooperation and grant. In India, JICA has been a long-standing development partner for metro network development including Mumbai.

JICA DXLab is a mechanism within JICA that spearheads the digital transformation initiative based on its portfolio projects and programs to achieve greater socioeconomic impact. JICA DXLab particularly focuses on the development and adoption of digital public infrastructure (DPI) and artificial intelligence (AI), aiming to leverage data and digital solutions. JICA DXLab has been leading the development of Delhi Transport Stack, a novel DPI that is equipped with data interoperability framework and a data exchange platform at its core and provides access to key transport data and ancillary services to enable multiple value propositions for citizens, transport operators, governments, and business/entrepreneurs, fostering multimodal mobility and data-driven innovation ecosystem.

Based on the initial success of the Bengaluru Transport Stack, JICA DXLab now envisions to further develop and expand the Bengaluru Transport Stack (BTS) with key transport sector stakeholders in Bengaluru. The first version of BTS has already been successfully launched, supporting a Web Portal cum Data Marketplace, Multi-modal Journey Planner, and Bus Operations Analytics Dashboard. This RFP covers Phase 2 – expanding use cases and driving adoption.

The Digital Partner will be selected through the evaluation process described in this RFP. They will be responsible for the design, development, deployment, and maintenance of Phase 2 of the Bengaluru Transport Stack, working in close collaboration with JICA DXLab and the Department of Transport, Government of Karnataka.

IMPLEMENTATION REQUIREMENTS

Eligibility for Participation

An eligible bidder must have an legal entity in India, with minimum 2 years of experience in software development, data management, and technological innovation (custom app / software). Details eligibility will be provided in the RFP.
Only eligible bidders will be considered for technical evaluation and invited for the proposal presentation session. Post-presentation, technical bid evaluation will be made based on the assessment of the technical proposal and presentation. Subsequently, shortlisted bidders clearing the minimum cutoff technical score will progress to the commercial bid evaluation. The combined technical and commercial evaluation scores for each shortlisted bidder will then determine a selected bidder (Digital Partner) with the highest score.

Primary Scope of Work

Streamline Operations through Bus Operations Cockpit

  • Develop a suite of analytics dashboards that surface operational insights across key areas including travel time, schedule adherence, route performance and metro feeder coverage - enabling planners and leadership to identify inefficiencies, monitor compliance and make data-driven decisions
  • Build dashboards to help monitor and manage bus operational performance
  • Develop a system to verify and reconcile operator trip records against contract requirements
  • Implement tools to track service violations, apply penalties and monitor KPIs and payments through a structured approval workflow
  • Build a unified cockpit to surface the dashboards and monitoring platforms for user groups across organizations

Gross Cost Contract monitoring (GCC) via Bus Ops Cockpit

  • Build an automated tracking and computation engine that reconciles scheduled versus actual trips, classifies operational infractions, calculates lost kilometres and applies configurable penalty rules to generate accurate monthly payouts
  • Develop a KPI monitoring framework that tracks key performance metrics such as reliability, punctuality, fleet utilization, and safety compliance against contractual thresholds - with a flexible rule engine that allows super-users to define, version, and update penalty logic without system redesign
  • Implement a structured approval workflow with multi-level sign-offs across depot, operations, and leadership teams, supported by dashboards that provide full visibility into operator performance, infraction history and payment summaries along with a complete audit trail of all changes and decisions

Integrated Journey Planner (IJP)

  • Enhance the multi-leg journey planner with congestion indicators, live tracking and configurable optimization criteria such as shortest time, fewest transfers or least walking distance
  • Extend the journey planner with accessibility-aware routing by incorporating stop, vehicle, and interchange accessibility attributes to serve users with specific mobility needs
  • Enable conversational journey planning via messaging apps through a chatbot-optimized API layer that supports multi-turn interactions, multilingual inputs and context-aware responses

Data Driven Transit Node Planning

  • Develop algorithms and analytical tools to identify high-demand zones, coverage gaps, and optimal locations for new transit nodes by leveraging ridership patterns, boarding and alighting data, catchment area analysis, and external datasets such as land use and demographics
  • Build dashboards and scenario analysis capabilities that visualize demand hotspots, assess interchange quality and transfer times, and model the impact of adding, removing, or modifying transit nodes — enabling city planners and bus operator leadership to prioritize infrastructure investments with data-backed evidence
