Signing of Record of Discussions on Technical Cooperation Project with the Philippines: Drawing up a next-generation railway master plan for the Greater Capital Region

On August 3 in Manila, the Japan International Cooperation Agency (JICA) signed a Record of Discussions with the Government of the Republic of the Philippines for the “Project on Formulation of 30-year Railway Master Plan for the Greater Capital Region,” a technical cooperation project.
In the Philippines, a transportation roadmap for Mega Manila (8,099 km2), which consists of the National Capital Region (NCR) and four surrounding provinces, was developed in 2014 with the cooperation of JICA.

Moreover, new metro lines, such as the North-South Commuter Railway and the Metro Manila Subway, are being constructed with the help of international yen loans. However, as the population is expected to increase and spread out over a wider area in the future, with significant increase in travel demand, a new rail master plan for the Greater Capital Region (GCR, 39,508 km2), including more of the surrounding provinces, is required.
Against such a background, this project will formulate a long-term "Railway Master Plan for the GCR" for the year 2055—to be implemented at an early stage—and promote the development of the railway network in accordance with this master plan. In doing so, the project will contribute to the sustainable economic development and climate change countermeasures of the Philippines, as well as to the achievement of SDGs (Sustainable Development Goals) Goals 9 (Industry, innovation and infrastructure) and 11 (Sustainable cities and communities).
