On November 10, 2023, the Japan International Cooperation Agency (JICA) signed a Record of Discussions with the Government of the Republic of the Philippines in Metropolitan Davao for the “Project for Comprehensive and Sustainable Urban Development Master Plan for Metropolitan Davao,” a technical cooperation project for development planning.

The Metropolitan Davao area (population 3.34 million as of 2020, area 6,491 km2) is the third-largest metropolitan area in the Philippines, and is experiencing a rapid increase in its population as well as in land demand, alongside a worsening of urban problems. Therefore, it is considered necessary to formulate a long-term regional development plan and provide infrastructure based on this plan, with a view to desirable future development.

In light of these circumstances, the project aims to formulate a comprehensive and sustainable urban development master plan for Metropolitan Davao in order to contribute to balanced urban development, environmental conservation, and the stimulation of economic activities. In doing so, it will support the delivery of smooth and effective services by the Metropolitan Davao Development Authority (hereinafter referred to as “MDDA”) across a wide area within the region, as indicated in the Republic Act 11708.

This project will thereby also contribute to the achievement of SDGs Goals 9 (Industry, innovation and infrastructure) and 11 (Sustainable cities and communities).
