The JICA-ASEAN Knowledge Co-creation and Connectivity Initiative (JAKCCI): Creating a true partnership to grow together

2023.12.22

On December 18, the Japan International Cooperation Agency (JICA) announced the "JICA-ASEAN Knowledge Co-Creation and Connectivity Initiative (JAKCCI)," on the occasion of the Commemorative Summit for the 50th Year of ASEAN-Japan Friendship and Cooperation held in Tokyo. JICA, inheriting the legacy and spirit of heart-to-heart cooperation with ASEAN countries carried out over the past half century, will conduct human resource development programs aimed at learning from each other, growing together, and building a true partnership and further trust between Japan and ASEAN.

The year 2023 marks the 50th anniversary of friendship and cooperation between the Association of Southeast Asian Nations (ASEAN) and Japan. ASEAN-Japan relations began in 1973, when the two parties resolved the friction over the export of synthetic rubber by Japan through ministerial meetings. Over the 50 years since then, Japan and ASEAN have built a close cooperative relationship.

The Japanese government announced the ASEAN-Japan Comprehensive Connectivity Initiative in September of this year, calling for the promotion of technical cooperation and the strengthening of multi-layered connectivity, not only in terms of “hard” aspects but also “soft” aspects. Additionally, on December 17, the ASEAN-Japan Commemorative Summit adopted the Joint Vision Statement for ASEAN-Japan Friendship and Cooperation and its Implementation Plan. The statement outlines the intended direction for the partnership of trust between ASEAN and Japan, which comprises three pillars: (1) heart-to-heart partners across generations, (2) partners for co-creation of economy and society of the future, and (3) partners for peace and stability.

The details of the JICA-ASEAN Knowledge Co-Creation and Connectivity Initiative (JAKCCI) are outlined as follows.
