Signing of a Memorandum of Cooperation with UNDSS: Enhancing collaboration in security and emergencies

On November 6, the Japan International Cooperation Agency (JICA) signed a Memorandum of Cooperation (MoC) with the United Nations Department of Safety and Security (UNDSS). The signing took place at JICA Headquarters in Tokyo between JICA Executive Senior Vice President Miyazaki Katsura and United Nations Under-Secretary-General for Safety and Security Gilles Michaud.

This MoC seeks to enhance cooperation between JICA and UNDSS on matters such as security-related assistance and technical support, facilitated by ongoing information exchange and coordination in times of crisis.
Since the 2016 terrorist attack in Dhaka, which affected JICA personnel, JICA has substantially enhanced its security management framework, incorporating UNDSS expertise and fostering regular information sharing between respective field offices. Notably, in April 2023, JICA and UNDSS coordinated joint evacuation operations in response to the crisis in Sudan.

Prospective areas of cooperation include the sharing of information on respective security management policies, guidelines, and legal frameworks; information exchange concerning security incidents, assessments, and analyses; promotion of regular interactions and coordination at times of crisis; and encouragement of participation in respective training programs.

With the conclusion of this MoC, JICA is committed to further strengthening its joint cooperative framework with UNDSS through the exchange of information and coordination during normal and crisis times.
