Signing of a Memorandum of Cooperation in Disaster Risk Reduction with the Ministry of Integration and Regional Development of Brazil: Further Strengthening Bilateral Cooperation in Disaster Risk Reduction

On March 25, Japan International Cooperation Agency (JICA) signed a Memorandum of Cooperation (MOC) with the Ministry of Integration and Reginal Development of Brazil (MIDR) to further develop cooperation in the field of disaster risk reduction. The signing ceremony took place at JICA headquarters in Kojimachi, Tokyo, with the MIDR Minister Antonio Waldez Góes da Silva and JICA Executive Senior Vice President Miyazaki Katsura. This MOC specifically promotes the further strengthening of cooperative relations in the field of disaster risk reduction between the two countries, which was confirmed during the Japan-Brazil summit meeting held in May 2024.

This MOC aims to further strengthen bilateral cooperation in the field of disaster risk reduction.
JICA has been supporting to strengthen Brazil’s capacity in disaster risk reduction since 2011, following the severe landslides due to heavy rainfall in the state of Rio de Janeiro, through technical cooperation such as the “Project for Strengthening National Strategy of Integrated Natural Disaster Risk Management”. The ongoing “Capacity Development Project for Structural Measures Against Sediment related Disaster for Resilient Cities”, aims to reduce disaster risks through technology transfer, including the construction of sediment control dams.
In May 2024, the state of Rio Grande do Sul suffered a devastating rainfall resulting in more than 2.4 million people affected by the disaster, and there has been a need for continued efforts to strengthen disaster prevention measures.
Furthermore, in May 2024, Japan and Brazil launched the “Japan-Brazil Partnership Initiative on Environment, Climate, Sustainable Development and Resilient Economies” during Japan-Brazil Summit meeting, reaffirming their commitment to strengthening cooperation in disaster risk reduction.
Specifically, it was decided to:
1. Recognize the importance of prior investment in disaster risk reduction, as advocated by the Sendai Framework for Disaster Risk Reduction, and seek to reflect it in the disaster risk reduction policy of Brazil.
2. Strengthen Brazil’s capacity for structural measures through the ongoing technical cooperation and continue discussions on exploring further possibilities of cooperation
JICA is committed to further strengthen its cooperation with Brazil in disaster risk reduction and recovery, as well as addressing climate change, which is one of the factors for the high incidence of disasters.
