Signing of Grant Agreement with Palestine:Providing equipment to promote emergency recovery and reconstruction

On February 15, the Japan International Cooperation Agency (JICA) signed a grant agreement with the Palestinian Authority in Ramallah, to provide grant aid for the Programme for Emergency Recovery (Phase 2). The signatures were exchanged between Minister Estephan Salameh of Ministry of Finance and Planning, and Chief Representative Hoshi Mitsutaka of the JICA Palestine Office
The conflict between Israel and Palestinian armed groups which began on October 7, 2023, reached a ceasefire on October 10, 2025. However, even after the ceasefire, social services remain severely limited in sectors such as waste management, electricity, water and sanitation, and health care, leaving people in extremely challenging living conditions.
Through the Programme for Emergency Recovery - whose grant agreement was signed in February 2025, prior to the ceasefire - JICA began supporting the procurement of equipment and materials in the fields of waste management, health and medical services, and water and wastewater systems. Nevertheless, substantial recovery and reconstruction needs persist across both the Gaza Strip and the West Bank, requiring urgent support.
Ensuring peace and stability in the Middle East is esesntial for the stability of the global economy and energy supply, and is directly linked to the continuity of Japan’s economic activities. This Programme aims to contribute to Palestine’s emergency recovery and reconstruction by procuringe essential equipment and materials to help rebuild people’s lives and strengthen public services, thereby supporting stability in the Middle East region and fulfilling a responsible contribution to the international community.
