Starting the Operation of the Sewage Treatment System Financed by Japanese ODA Loan in Brazil: Contributing to improve living conditions, sanitation safety, and environmental conservation

On March 17, a ceremony to celebrate the inauguration of Wastewater Treatment Plant (WTP) financed by Japanese ODA Loan was held in Florianópolis, Santa Catarina State, in the southern part of the Federative Republic of Brazil. Santa Catarina State Governor Jorginho Mello and Florianópolis Mayor Topázio Neto attended the ceremony, together with representatives from the Executing Agency and other related parties of the Project. From Japan side, Chief Representative of JICA Brazil Office Miyazaki Akihiro participated in the event.
The Wastewater Treatment Plant started operation in Florianópolis
Santa Catarina is one of the most economically and socially developed states in Brazil. Its rich environmental resources attract many tourists from inside and outside of the country. On the other hand, due to population inflow from inland areas to the coastal region as well as an increasing number of tourists visiting coastal cities, the sea and river water quality has been deteriorated. For long time, the Santa Catarina State has faced challenges such as the lack of adequate sewage treatment facilities along with negative impacts on the environment and the public health of local residents.
Under such situation, the Project was initiated in order to support the installation of sewage treatment systems in the State and to improve the environmental and sanitary conditions through constructions and expansions of the five sewage treatment systems in Florianópolis city and two other cities of the State. JICA financed a total of 14.4 billion Japanese Yen to the Companhia Catarinense de Águas e Saneamento (CASAN) for the construction of treatment systems, which include WTPs, pumping stations, sewage collecting pipelines, etc. The Project is expected to increase the sewage treatment coverage rate within the target area to 64% from the current 7%, and thus contribute to improve the living conditions of local residents and the environmental protection of the State.

With the commencement of this WTP, four out of the five treatment systems under the Project have started operation. At the ceremony, CASAN President Edson Moritz expressed his gratitude for JICA's long-term support, and Chief Representative of JICA Brazil Office Miyazaki conveyed that JICA is pleased to contribute to improving the environment and public health in the State. JICA’s disbursement concluded at the end of 2024, while the construction works for the last remaining WTP are still underway. JICA will continue to work together with CASAN, the Executing Agency, until the Project completion, and ensure steady progress of construction works.
