On May 30, the Japan International Cooperation Agency (JICA) signed a loan agreement and a grant agreement with the Government of the People’s Republic of Bangladesh in Tokyo, to provide Japanese ODA loan and grant aid for the following projects.

Development Policy Loan for Economic Reform and Strengthening Climate Change Resilience

- Project Objective
The objective of the Program is to provide a budgetary support to Bangladesh, a country affected by the adverse impacts of multiple global crises, such as rising inflation associated with the Ukraine Crisis and intensifying natural disasters due to climate change. The loan will support economic reforms and strengthen climate change measures committed by the Government of the People’s Republic of Bangladesh, with the aim of contributing to Bangladesh’s economic recovery and long-term sustainable development.

- Project Component
The Program will provide budgetary support to the government of the country based on the policy matrix which mainly consists of two areas: economic reforms (e.g., business environment and governance improvement) and climate change measures. The Program will be implemented by sharing some policy actions with the Asian Development Bank for economic reforms, and with the World Bank for climate change measures, under co-financing arrangement.

1. Completion of the Program: June, 2025, when the loan is executed
2. Issuing of letters of invitation for consulting services (including detailed design work): No hiring of consultants is planned for this program.
3. Tendering of announcement of initial procurement package for international competitive bidding on project construction: No work in conjunction with bidding is planned for this program.

JICA is co-financing this program with the Asian Development Bank (US$ 600 million) and the World Bank (US$ 500 million).

- Project Objective
The objective of the Project is to resolve development challenges in the People's Republic of Bangladesh by supporting the young government officials and others who are expected to become leaders in the People's Republic of Bangladesh for obtaining master’s or doctor’s degree in Japanese higher educational institutions, thereby contributing to strengthen the bilateral partnership.
