On September 22, the Japan International Cooperation Agency (JICA) signed a loan agreement with Sudameris Bank S.A.E.C.A. (hereinafter “Sudameris”), a commercial bank in the Republic of Paraguay. The signing ceremony was held in Rotterdam, Kingdom of the Netherlands, on September 23, 2025. Representing the both parties, Mr. Sebastien Lahaie, Supervisory Board Member of Sudameris and Mr. Yasui Takehiro Director General of Private Sector Partnership and Finance Department of JICA and other officials attended the ceremony.

This project is co-financed with the Nederlandse Financierings-Maatschappij voor Ontwikkelingslanden N.V. (FMO), Promotion et Participation pour la Coopération Économique (Proparco), Development Finance Institute Canada Inc. (FinDev Canada), Banco Finantia and Commercial Bank of Dubai.

- Project Purpose
For contributing to economic growth and job creation in Paraguay, this project aims to improve access to finance for Small and Medium Enterprises (SMEs), by providing relatively long-term loans to Sudameris, a local bank.

- Project Component
The loans for this project, including funds from other cofinancing lenders, will be sub-lent through Sudameris to support SMEs, agri-SMEs, woman owned SMEs and green loans throughout Paraguay. JICA loans will be dedicated exclusively to SMEs, with 30% specifically allocated to agri-SMEs.
