Green Climate Fund Approved JICA’s Proposal for Lao People’s Democratic Republic: REDD+ Results-based Payments – Governance, Forest Landscapes and Livelihoods – Southern Laos Project

A funding proposal submitted by Japan International Cooperation Agency (JICA) to Green Climate Fund (GCF)*1 in collaboration with Lao People’s Democratic Republic (Lao PDR) for “Lao People’s Democratic Republic: REDD+ Results-based Payments for results period [2015 - 2018] – Governance, Forest Landscapes and Livelihoods – Southern Laos Project (GFLL-SL)” was approved at the 43rd GCF Board Meeting held in the Republic of Korea on October 29. This is the third project to be implemented by JICA with funding from GCF, which also contributes to the mobilization of diverse finance as outlined in the Development Cooperation Charter of the Government of Japan.

This project aims to promote sustainable management of Lao PDR 's forests to enhance climate change mitigation and adaptation capacities, ecosystems conservation, and equitable and sustainable green growth of the rural communities, utilizing results-based payments for the emission reductions achieved by reduction of deforestation and forest degradation, and enhancement of forest carbon stocks (REDD+)*2 during the period from 2015 to 2018 in Lao PDR. It reflects the fruitful outcome of the Lao government’s dedicated efforts and JICA’s long-standing cooperation such as support for formulation of policies related to REDD+, development of forest monitoring systems, and calculation of emission reductions and removals. It is expected that further forest conservation and climate change mitigation will be promoted through the project. Moreover, the project contributes to the achievement of Sustainable Development Goals (SDGs) 13 “Climate action” and 15 “Life on land,” while also supporting the objectives of the Paris Agreement under the United Nations Framework Convention on Climate Change (UNFCCC).

Output 1: National REDD+ coordination and implementation of Policies, Laws and Regulations (PLRs) strengthened.
Output 2: Governance, forest landscape, and livelihood in the Southern Region improved.
Output 3: Government capacity for effective project management enhanced.
JICA will continue to cooperate for forest and nature conservation through these efforts, contributing to climate change mitigation and adaptation.
(*1) Green Climate Fund (GCF) is a fund established under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. GCF supports developing countries in reducing greenhouse gas emissions (mitigation) and addressing the impacts of climate change (adaptation). Since 2018, JICA has been accredited as an Accredited Entity of GCF.
(*2) REDD+ stands for “Reducing emissions from deforestation and forest degradation, and the role of conservation, sustainable management of forests, and enhancement of forest carbon stocks”. It is an international mechanism that provides financial incentives to developing countries for climate change mitigation through forest conservation and reforestation.
