On December 10, the Japan International Cooperation Agency (JICA) signed a grant agreement with the Government of the Republic of Tajikistan in the capital city Dushanbe, to provide grant aid for the Project for the Improvement of Freight-Scanning Equipment at Spitamen Customs on the Trans-Caspian International Transport Route. The signatures were exchanged between Minister Faiziddin Qahhorzoda of the Ministry of Finance of the Republic of Tajikistan and Chief Representative Imai Seiju of JICA Tajikistan.

This project will promote the concept of "facilitating the Trans-Caspian International Transport Route," which is part of the "CA+JAD Tokyo Initiative for strengthening mutually beneficial relations" announced at the "Central Asia plus Japan" Dialogue and Summit (December 2025). This project contributes to the stabilization and sustainable development of the Central Asian region, an important partner for Japan in maintaining and strengthening a free and open international order based on the rule of law.

The Project for the Improvement of Freight-Scanning Equipment at Spitamen Customs on the Trans-Caspian International Transport Route

- Project Objective
The objective of the Project is to strengthen customs inspection capabilities and border enforcement against contraband and restricted goods through introducing the freight-scanning equipment and installing the cross-over rail track at the Spitamen Customs Post, thereby contributing to the realization of peace and a safe society in Tajikistan and the entire Central Asian region.

(a) Procurement and installation of the freight-scanning equipment and the cross-over rail track
(b) Consulting services

- Maximum Grant Amount
1,341 million Japanese Yen

- Implementation Period (planned)
36 Months, including detailed design work and the bidding period.
1) Procurement and installation of the freight-scanning equipment and the cross-over rail track are expected to be completed in 24 months.
2) The maintenance contract for the equipment is for 12 months after procurement and installation
