On February 12, the Japan International Cooperation Agency (JICA) signed a grant agreement with the International Organization for Migration (IOM) in the capital city Kinshasa of the Democratic Republic of the Congo, to provide grant aid for the Project for Supporting Peacebuilding through Strengthening Social Cohesion and Security in Tanganyika Province. The signatures were exchanged between Chief of Mission, Alexandra Simpson of the International Organization for Migration (IOM) Country Office in Democratic Republic of the Congo and Chief Representative Okitsu Keiichi of JICA Democratic Republic of the Congo.

The Project, in collaboration with IOM, will be implemented in the eastern region of the Democratic Republic of the Congo, where conflict has persisted for over 30 years. It aims to strengthen the capacity of police officers, construct police stations, and supply equipment to improve police functions. and improve police functions. In addition, the Project will support social reintegration through activities such as vocational training for ex-combatants and displaced persons. The Democratic Republic of the Congo is a major producer of critical minerals such as cobalt, coltan, and gold, and the eastern region, in particular, plays an important role as a significant supplier of these resources internationally. Stabilizing the region and advancing peacebuilding are therefore urgent priorities for the international community—not only for ensuring human security but also for maintaining stable global supplies of mineral resources.

JICA has previously contributed to enhancing police capacity mainly in Kinshasa through initiatives such as the development of community policing models and support for national police reform. Building on these achievements, the Project seeks to expand such efforts to the eastern region, where security conditions are more unstable, thereby further contributing to the consolidation of peace and the reinforcement of industrial and living foundations in the country.

Project for Supporting Peacebuilding through Strengthening Social Cohesion and Security in Tanganyika Province

- Project Objective
The objective of this project is to strengthen the capacity of security institutions to maintain public order in Kalemie, Nyunz, and Kongolo in Tanganyika Province through the dissemination of the Community Policing — which includes police officer training, construction of police stations, and the establishment and support of Community Liaison Structures. Furthermore, the project aims to promote stability and social cohesion within the province by supporting the social reintegration of vulnerable groups such as ex-combatants and displaced persons, and by providing psychosocial assistance to local communities, thereby contributing to peace, stability, and improved governance in the Democratic Republic of the Congo.

1. Strengthening Security Management Capacity by Congolese National Police in pilot area
(a) Capacity building training for police officers in community policing principles
(b) Improvement of police infrastructure including construction of police station and substation, and procurement of essential equipment like vehicles, motorbikes, and office furniture
(c) Support for revitalizing Community Liaison Structures to improve local governance structures for conflict prevention and security management

2. Strengthening Program Implementation Capacity of P-DDRCS (Programme de Désarmement, Démobilisation, Relèvement Communautaire et Stabilisation) in Tanganyika province
