Signing of Grant Agreement with Madagascar:Contributing to strengthening socio‑economic and living infrastructure through rehabilitation of substations and improvement of distribution lines in core urban area of eastern Madagascar
On March 4, the Japan International Cooperation Agency (JICA) signed a grant agreement with the Government of the Republic of Madagascar in the capital city Antananarivo, to provide grant aid for the Project for the Improvement of Access to Electricity in Toamasina. The signatures were exchanged between Minister Ramiarison Herinjatovo Aimé of the Ministry of Economic and Finance of Madagascar and Chief Representative Odawara Kosuke of JICA Madagascar.

This project seeks to enhance the functionality of the economic corridor and to establish a climate‑resilient urban foundation in Toamasina—a major international logistics hub in Madagascar—through the renewal of its aging power infrastructure. By substantially reducing power outages and accommodating future increases in electricity demand, the project will contribute to strengthening the city’s essential urban functions. Furthermore, it is expected to support the “Economic Region Initiative of Indian Ocean-Africa,” which promotes the development of an African economic sphere interconnected via the Indian Ocean, thereby advancing sustainable and stable economic connectivity across the Indo‑Pacific region.

The objective of the Project is to stabilize the electricity supply in the metropolitan area of Toamasina, in the Atsinanana region of Madagascar, through the rehabilitation of existing substations and distribution networks, thereby contributing to socio‑economic development and the strengthening of essential infrastructure.
