Signing of Record of Discussions on Technical Cooperation Project with the Philippines : Contributing to sustainable forest management with satellite imagery data for forest disturbance monitoring

On February 26, the Japan International Cooperation Agency (JICA) signed the Record of Discussions on the framework to implement the technical cooperation project titled “Project on Enhancing Forest Monitoring Capacity for Sustainable Management and Conservation of Forests ”, with the Government of the Republic of the Philippines in Metro Manila. The signatures were exchanged between Secretary Raphael Lotilla of the Department of Environment and Natural Resources of the Republic of the Philippines and Chief Representative Baba Takashi of JICA Philippines.

The Project contributes to strengthening forest management capacity in the Philippines by developing an alert system that uses satellite data to detect early signs of forest degradation and loss—such as forest fires and illegal logging—and by enabling prompt responses in the field. By applying Japan’s remote‑sensing technologies, the project also helps sustain and further build upon the outcomes achieved through Japan’s past cooperation in the country’s forestry sector, while also supporting climate action through the implementation of the Philippines’ Nationally Determined Contributions. Furthermore, this project aims to advance a global resilience approach to wildfires, in line with the “Kananaskis Wildfire Charter” adopted at the G7 Kananaskis Summit this June, by strengthening wildfire prevention and prompt response through the development of an alert system that utilizes geospatial technologies, and by enhancing on‑site response capacities.
