Green Climate Fund Approved JICA’s Proposal for the Socialist Republic of Viet Nam: REDD+ results-based payments for emission reduction
2026.03.27
A funding proposal submitted by Japan International Cooperation Agency (JICA) to Green Climate Fund (GCF)*1 in collaboration with the Socialist Republic of Viet Nam (Vietnam) for “Vietnam REDD-plus results-based payments for results period of 2014” was approved at the 44th GCF Board Meeting held in the Republic of Korea on March 26. This is the fourth project to be implemented by JICA with funding from GCF, which also contributes to the mobilization of diverse finance as outlined in the Development Cooperation Charter of the Government of Japan.
Forest management in Vietnam
This project aims to address drivers of deforestation and forest degradation and promote sustainable forest management and livelihood improvement of the local communities through consolidation and implementation of relevant policies and measures, utilizing results-based payments for the emission reductions achieved by reduction of deforestation and forest degradation, and enhancement of forest carbon stocks (REDD+)*2 during the period of 2014 in Vietnam. It reflects the fruitful outcome of the Vietnam government’s dedicated efforts and JICA’s long-standing cooperation such as support for formulation of policies related to REDD+, development of forest monitoring systems, and calculation of emission reductions and removals.
The project is expected to further promote forest conservation and climate change mitigation. Moreover, the project contributes to the achievement of Sustainable Development Goals (SDGs) 13 “Climate action” and 15 “Life on land,” while also supporting the objectives of the Paris Agreement under the United Nations Framework Convention on Climate Change (UNFCCC).
Details of the project are as follows:
- Country: Socialist Republic of Viet Nam (Vietnam)
- Project title: Vietnam REDD-plus results-based payments for results period of 2014
- Results-based payments: USD 71,955,000
- Planned implementation period: 6 years
- Executing entity: Ministry of Agriculture and Environment of the Socialist Republic of Vietnam and targeted Provincial People’s Committees
- Target region: Northwest and northeast region
- Project outline:
Output 1: Strengthened institutional and regulatory systems for low-emission planning and development
Output 2: Improved management of land and forest areas contributing to emissions reductions
Output 3: Enhanced value of forests for developing local socio-economy
Output 4: Ensured effective and efficient project management
JICA will continue to cooperate for forest and nature conservation through these efforts, contributing to climate change mitigation and adaptation.
(*1) Green Climate Fund (GCF) is a fund established under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. GCF supports developing countries in reducing greenhouse gas emissions (mitigation) and addressing the impacts of climate change (adaptation). Since 2018, JICA has been accredited as an Accredited Entity of GCF.
(*2) REDD+ stands for “Reducing emissions from deforestation and forest degradation, and the role of conservation, sustainable management of forests, and enhancement of forest carbon stocks”. It is an international mechanism that provides financial incentives to developing countries for climate change mitigation through forest conservation and reforestation.
