Signing of Record of Discussions on Technical Cooperation Project with the Philippines: Contributing to enhance implementation and monitoring of climate change actions

On May 6, the Japan International Cooperation Agency (JICA) signed the Record of Discussions on the framework to implement the technical cooperation project titled “Project on Strengthening Sustainability and Transparency Framework” with the Government of the Republic of the Philippines in the capital city Manila. The signatures were exchanged between Secretary Frederick D. Go of Department of Finance of the Philippines and Chief Representative Baba Takashi of JICA Philippines.

The Project aims to strengthen the implementation and monitoring of climate change measures by enhancing the capacity of relevant ministries and agencies of the Philippines and improving related systems and institutional arrangement, thereby contributing to the achievement of their national targets set forth in its Nationally Determined Contribution (NDC) under the Paris Agreement.

Through this project, we aim to promote the deployment of sustainable climate finance, strengthen information disclosure based on corporate sustainability reporting, and build reporting capacity under the enhanced transparency framework of the Paris Agreement. Through this cooperation, Japan’s expertise and experience in corporate sustainability disclosure will be shared and utilized. The advancement of corporate sustainability disclosure in the Philippines is expected to better inform Japanese investment decisions and further encourage activities of Japanese companies that consider climate change.

Furthermore, reporting under the enhanced transparency framework—particularly capacity building for the development of national greenhouse gas (GHG) inventory—leverages the knowledge and experience Japan has accumulated over many years. Improvements to national GHG inventory will help establish the foundation for promoting the implementation of Article 6 (market mechanisms) of the Paris Agreement, including the Joint Crediting Mechanism (JCM).
