On August 11, the Japan International Cooperation Agency (JICA) signed a loan agreement with the Royal Government of Cambodia in the capital city Phnom Penh, to provide Japanese ODA loan for the Sihanoukville Port New Container Terminal Development Project (II). The signatures were exchanged between Secretary of State of Economy and Finance Ros Seilava of the Royal Government of Cambodia and Chief Representative Sanui Kazumasa of JICA Cambodia Office.

The Project aims to develop a new container terminal and related infrastructure at the Sihanoukville port, the only international deep-sea port in Cambodia and a key logistics hub connecting the Pacific and Indian Oceans, as well as a vital hub on the Southern Economic Corridor. As Japanese companies operating in Cambodia also utilize the Sihanoukville port, this cooperation is expected to improve the investment environment in Cambodia and across the ASEAN region.

The objective of the Project is to strengthen logistics functions through improving the cargo handling capacity of the Sihanoukville Port, Cambodia’s only deep-sea port, by constructing a new container terminal, thereby helping to promote trade and the country’s socioeconomic development.

1. Civil engineering work (development of a new container terminal, dredging of the sailing routes and berths, development of customs inspection yard, etc.)
2. Procurement of cargo-handling equipment (quay gantry cranes, rubber-tired gantry cranes, etc.)
3. Consulting services (detailed design, technology transfer related to design and construction supervision, etc.)
