On September 3, the Japan International Cooperation Agency (JICA) signed a grant agreement with the United Nations of Office on Drugs and Crime (UNODC), to provide grant aid for the Project for Strengthening Counter-narcotics Capacities for Vulnerable People.

In partnership with UNODC, this project aims to improve livelihoods through legal means and reduce the health harms associated with drug use in five provinces of Afghanistan where opium poppy cultivation is widespread. The project seeks to achieve this by promoting alternative livelihood opportunities and supporting drug use prevention and treatment services, with a particular focus on supporting vulnerable communities.

- Project Objective
To improve livelihoods through licit means and reduce the health harms associated with drug use in five provinces of Afghanistan (Takhar, Badghis, Badakhshan, Kandahar and Helmand) by promoting alternative livelihoods for poppy and former poppy farmers and supporting drug use prevention, treatment, and recovery services, thereby contributing to ensuring healthy lives for the people of Afghanistan and supporting the country’s sustainable and self-reliant development.
