JICA and the Department of Energy of the Philippines Signed the Joint Statement on Oil Security Cooperation

On October 8, the Japan International Cooperation Agency (JICA) signed a Joint Statement with the Department of Energy (DOE) of the Philippines to promote cooperation in the field of oil security.
On the occasion of the Asia Zero Emission Community (AZEC) Ministerial Meeting, the Joint Statement was signed by Senior Vice President Yoshikawa Yoshifumi of JICA and Secretary Sharon Garin of the DOE in the presence of State Minister of Economy, Trade and Industry of Japan Takagi Kei.

During the opening ceremony of the ASEAN Energy Business Forum 2026 (AEBF-26) held on October 7, JICA received a Certificate of Commendation from Secretary Garin of the DOE in recognition of its contributions to strengthening energy security.
As strengthening oil security has become increasingly important in ASEAN countries in recent years, JICA and the DOE will advance cooperation to enhance oil security in the Philippines under the framework of the Partnership on Wide Energy and Resources Resilience Asia (POWERR Asia). Japan and the Philippines have developed strong economic ties through trade, investment and other areas. Strengthening the systems that support a stable energy supply in the Philippines is therefore important for energy security throughout Asia, including Japan. The cooperation will include collecting data and analyzing the current situation concerning oil supply and demand and petroleum stockholding systems; providing policy recommendations on legal frameworks and implementation arrangements suited to the circumstances of the Philippines; developing human resources and strengthening institutional capacity; and identifying and proposing potential cooperation projects. JICA will also share Japan’s knowledge and experience in petroleum stockpiling through the dispatch of experts, seminars in the Philippines, and invitation program in Japan.
Building on the Joint Statement, JICA will further strengthen its partnership with the DOE and leverage Japan’s longstanding knowledge and experience in systems for stable petroleum supply, to enhance energy security in the Philippines and ASEAN region.
