The CMM review was conducted to assess the maturity of cybersecurity capabilities in Mongolia, in cooperation with the UK Foreign, Commonwealth & Development Office (FCDO), the Ministry of Digital Development, Innovation, and Communications, and the Oxford University Cybersecurity Capacity Centre (GCSCC) and Japan International Cooperation Agency (JICA). This review was conducted as part of the activities of the project for Development of Human Resources in Cybersecurity implemented by JICA.

The "Cybersecurity Capacity Maturity Model for Nations (CMM)," a framework developed by Oxford University’s GCSCC. From October 2 to 4, 2024, a three-member research team from Oxford University was visited to Mongolia to carry out the CMM review. Approximately 150 cybersecurity officials from over 100 organizations—including Mongolian government agencies, state-owned and private enterprises, critical infrastructure, academic institutions, and international organizations—participated in the CMM review. Divided into ten sessions by sector, participants were questioned, interviewed and discussed on five aspects of measuring cybersecurity. These three days proved highly meaningful, not only for assessing Mongolia’s current cybersecurity status but also as an opportunity for participants to exchange views.

Investigation①

In Mongolia, where the rapid digitalization of public services and the economy is ongoing, improving digital literacy, training specialized cybersecurity personnel, and protecting critical infrastructure from increasingly complex cyber threats are significant challenges. Initiatives such as this study represent a substantial step toward ensuring cybersecurity.

The assessment report is scheduled to be published in approximately three months. This report is expected to play an essential role in accurately understanding the state of cybersecurity in Mongolia and developing the knowledge, capabilities, policy plans, future measures, and solutions required to secure cybersecurity for the government, private sector, and citizens. JICA will also further promote its contribution to Mongolia in the field of cybersecurity based on the results of this survey.
