Background and purpose

The participants shared their knowledge, experiences, and discussed how international development agencies should provide financial support to achieve carbon neutral and sustainable development at city level, innovative financing mechanisms, and partnership strategies.

Contents

  • The World Bank noted that the challenge is the lack of bankable projects and the need to provide knowledge on financing, securing maintenance costs, land management, etc., which are lacking at the city level.
  • The Islamic Development Bank (IDB) suggested that policy support and mutual learning among cities would be effective.
  • Mr. Shibata of JICA emphasized the importance of improving readiness through technical cooperation, and using the example of the assistance to Bangkok Metropolitan Administration (BMA) of Thailand. He suggested the following three measures through the formulation of a city-level climate change master plan and human resource development: (1) setting targets and identifying means to achieve urban decarbonization, (2) strengthening capacity to implement means to achieve them, and (3) promoting public and private sector cooperation for urban decarbonization.
