Primary objectives and outcomes

Under the Paris Agreement, various measures have been taken to limit the average temperature increase to within 1.5°C. But the impacts of climate change are becoming stronger, and funding scarcity and lack of proper measures are pressing issues.
In developing countries, there is a large gap between adaptation needs and financial flows for adaptation measures, and it is necessary to reduce the impact by promoting “Climate Resilient Development (CRD)” that pursue both climate change measures and sustainable development.
JICA supports adaptation measures including pre-investment reflecting Japan's experience, as well as promote the co-benefits of climate change adaptation measures and solving development issues.

This side event aims to share the directions of realizing “climate resilient development” through synergies between climate change adaptation and sustainable development, with a particular focus on adaptation of multisectoral approach, from the perspectives of international organizations, research institutions, governments, and aid agencies.

Content of the discussions

JICA emphasized the importance of implementing climate change adaptation measures with considering the perspective of human security, and introduced the co-benefit approaches and pre-investment for disaster reduction as tools for realizing “Climate Resilient Development (CRD)” etc. ADB highlighted the importance of cooperation with development finance institutions including Japan, and the Vice Chair of IPCC stressed the importance of pursuing synergies and minimizing trade-offs between climate change and SDGs. MOF introduced the launch of the “Climate Resilient Debt Clause” pilot program. The panel also discussed multi-sectoral efforts to realize CRDs, the use of science and technology, and strengthening monitoring and evaluation.
