14th AFD-JICA Regular Dialogue Held in Tokyo: Strengthening Strategic Partnership for the Future of Development Cooperation

Tokyo, November 6, 2025, the 14th Retreat between the Agence française de développement (AFD) and the Japan International Cooperation Agency (JICA) was held in Tokyo. This Retreat was conducted under the Memorandum of Cooperation between AFD and JICA, and in line with the “Roadmap on Japan-France Cooperation under the Exceptional Partnership” announced during the Japan-France summit meeting in December 2023. This meeting is also a way of reaffirming their collaboration and common goals.

During the Retreat, the two agencies shared their achievements in coordinating efforts — primarily through concessional loan and private sector investment and finance — in regions such as the Middle East, Southeast Asia, and Latin America. Both sides also confirmed their intention to continue building concrete collaboration in priority areas of common interest, focusing on countries in the Indo-Pacific, Middle East, and Eastern Europe.

Strengthening a solid partnership

The program included a visit to JICA Tokyo’s ongoing training projects in the field of peacebuilding, as well as a tour of the center’s facilities. JICA provided an overview of its domestic centers and their unique partnerships, fostering knowledge exchange between the two institutions.

Furthermore, AFD side shared information regarding an event related to the “Finance in Common Summit (FiCS),” which will be held in conjunction with the G7 Summit in France in 2026. Participation in the upcoming FiCS event will further strengthen the collaboration between the two organizations.

Since 2019, AFD and JICA has been cooperating in the Indo-Pacific and Africa, to strengthen actions in the fight against climate change, reduce the risk of natural disasters, energy transition, sustainable transport, support for the private sector, health, and intervention in fragile areas, based on the Memorandum of Cooperation signed between the two institutions.

JICA will continue to promote solidarity in the evolving field of international development through its trusted strategic partnership with AFD.
