Primary objectives and outcomes

Climate change has severe impacts on developing countries, posing threats to lives, livelihoods, and social infrastructure, making the promotion of Climate-Resilient Development (CRD) indispensable. This seminar will discuss advancing CRD through international cooperation together with international organizations, developing country governments, and practitioners. The discussion will focus on enhancing synergies with other development goals and minimizing trade-offs, while also exploring the possibility of expanding the “TICAD Adaptation Initiative,” announced in August, beyond Africa.
In addition, JICA is developing guidance called “Biodiversity-FIT” to promote nature-based solutions (NbS) and biodiversity-conscious development. The seminar will introduce integrated approaches to address the “triple planetary crisis” of climate change, biodiversity loss, and environmental pollution.

Content of the discussions

Ms Miyazaki stated that the TICAD Adaptation Initiative should be expanded beyond Africa to strengthen global adaptation efforts, emphasizing the importance of an integrated approach that enhances synergies with development goals and minimizes trade-offs. Miyazaki also announced the MIDORI Initiative to promote overseas investment and financing in green sectors in Latin America.
Mr Inada highlighted the need for an integrated response to the triple crises of climate change, biodiversity loss, and environmental pollution, introducing nature-based solutions (NbS) and the “Biodiversity-FIT” guidance currently under development for mainstreaming biodiversity conservation.
Dr Hickey stressed that climate action is not merely an environmental issue but a core development strategy, underscoring the importance of reliable and easily accessible data. She also noted that collaboration between international organizations and national governments is essential to bridge gaps in finance and technology.
Ms Tito discussed the importance of partnership-based financing, citing examples such as raising funds through the green bond market to invest in green projects both domestically and internationally, and loan agreements with JICA to support healthcare activities and micro, small, and medium-sized enterprises (MSMEs).
Ms Martinez emphasized that urban-level adaptation measures can maximize effectiveness when linked to social inclusion, and that climate adaptation in urban planning should be pursued with community participation as a prerequisite.
