The role of cities in achieving the 1.5°C target set by the Paris Agreement is becoming increasingly important. In February 2023, the Ministry of Environment launched the Clean City Partnership Program (C2P2) in collaboration with JICA to address challenges faced by cities worldwide from multiple perspectives. With the participation of Japanese local governments, private companies, and financial institutions, and in cooperation with international development finance institutions, the program provides comprehensive and synergistic support to partner cities on urban issues such as climate change, environmental pollution, circular economy, and nature restoration. These efforts represent an advanced model case of multi-level collaboration among national governments, local authorities, and the private sector toward decarbonization and urban problem-solving. This seminar will introduce initiatives by the Ministry of Environment and JICA, as well as examples from the intercity collaboration project (C3P) for realizing a decarbonized society, featuring contributions from local government leaders and private companies.
Ministry of Environment of Japan stated that C2P2 continues to expand and will further promote intercity collaboration by leveraging the expertise of the Ministry and JICA. Additionally, based on the signing of the JCM with India, expectations for future development were expressed.
While introducing Tokyo's experience in waste management, JICA presented efforts to advance climate change mitigation and adaptation through environmental sector support under the “JICA Clean City Initiative” (JCCI), which is being promoted in collaboration with C2P2. Examples included partnerships between Bangkok and Yokohama City, as well as between Ba Ria–Vung Tau Province in Vietnam and Kitakyushu City.
Toyama City and Renca District (Chile) introduced their respective initiatives and highlighted a collaborative project in which they created and shared a climate change-themed board game to engage citizens and educate children.
In a video message, Osaka City introduced its efforts under C2P2 to work with private companies to implement decarbonization technologies in countries such as Vietnam and Thailand, and announced the start of collaboration with Maharashtra State in India following the signing of the JCM with India. Furthermore, it was shared that this collaboration will utilize gas methanation technology developed by Kanadevia Corporation.
