Primary objectives and outcomes

At the sixth session of the United Nations Environment Assembly (UNEA-6), held at the end of February 2023, the Government of Japan submitted and successfully adopted a resolution on synergies.
The Ministry of the Environment and IGES, while actively engaging in global synergy initiatives, have held repeated consultations with the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the Asian Development Bank (ADB), and the United Nations Environment Programme (UNEP). At the United Nations Asia-Pacific Forum on Sustainable Development (APFSD) in February 2025, these three organizations jointly announced their commitment to lead the preparation of a synergy report focused on the Asia-Pacific region. The first authors’ meeting for this report was held in Manila in July 2025. The report is scheduled to be submitted to the “Ninth Session of the ESCAP Committee on Environment and Development” (a ministerial-level meeting held every four years) in Bangkok in July 2026.
This seminar will focus on the actions of businesses—particularly important stakeholders—by hearing from those at the forefront of these efforts, and will aim to feed into follow-up resolutions on synergies at the seventh session of the United Nations Environment Assembly (UNEA-7) to be held in December 2025.

Content of the discussions

In the opening remarks, Mr. Doi emphasized the need to accelerate synergy-based solutions to address the triple planetary crisis of climate change, biodiversity loss, and pollution, expressing particular expectations for the role of business.
Ms. Miyazaki highlighted the importance of deepening collaboration with international organizations and companies to realize synergies in the field of development cooperation and introduced JICA’s initiatives.
Mr. Bahare pointed out that achieving the United Nations Sustainable Development Goals (SDGs) requires synergies and that cooperation between policy and business is key.
Mr. Hongpeng stated that integrating climate change measures with biodiversity conservation can enable more effective mitigation strategies.
Mr. Fujino explained the background of the Asia-Pacific Synergy Report and presented the roadmap toward the ESCAP ministerial meeting in 2026.
Mr. Watanabe reported on the progress of the report’s preparation and stressed the importance of policy recommendations based on regional case studies.
Mr. Kato introduced efforts in the insurance industry to address climate risks and transform corporate culture, calling for the integration of synergies into business models.
Mr. Nagasawa presented a business model based on sustainable resource use in the Amazon and emphasized that companies should play a role in protecting natural capital.
Mr. Otsu introduced regenerative approaches in agriculture and proposed practical synergies in collaboration with local communities.
In the overall discussion, speakers shared a common understanding that businesses should align with policy and accelerate innovative solutions to tackle the triple crisis.
