The Financial Services Agency of Japan, ASEAN financial authorities including the Philippine Securities and Exchange Commission, the Asian Development Bank (ADB), and financial institutions. The Asia GX Consortium (AGXC) provides a platform for public and private sector stakeholders from Japan and ASEAN to discuss ways to promote transition finance in ASEAN.
The consortium was officially launched in October 2024, bringing together the FSA, ASEAN financial authorities, the Asian Development Bank (ADB), the Glasgow Financial Alliance for Net Zero (GFANZ), and financial institutions to develop practical approaches suited to the Asian context and translate them into concrete transition finance transactions.
At the meeting, the AGXC Annual Report 2026 and the ASEAN Transition Plan Handbook, developed as key deliverables under the AGXC Work Plan 2026, were introduced. Participants also exchanged views on future priorities for further advancing transition finance in ASEAN.
Participants discussed how corporate transition plans can be translated into concrete financing and investment opportunities. The discussions also highlighted the importance of mobilizing finance through country platforms and blended finance, taking national circumstances into account when applying policy frameworks, expanding transition finance to SMEs, and strengthening capacity building.
JICA emphasized that the next challenge is to translate transition plans into concrete, investable projects and generate actual capital flows. JICA introduced its recent initiatives, including the “Asia Transition Finance Promotion Project,” an equity investment under the FAST-P initiative led by Singapore, and highlighted the importance of leveraging public and development finance, including blended finance, to mitigate risks and mobilize private capital.
JICA will continue to contribute to the implementation of transition finance and the mobilization of private capital in ASEAN through its engagement in the AGXC, drawing on its development cooperation expertise in policy and institutional development, capacity building, and project preparation, in addition to financial cooperation.
