Signing of Record of Discussions on Technical Cooperation Project with Malawi: Developing a mechanism to ensure quality learning at the primary level

On January 10, the Japan International Cooperation Agency (JICA) signed a Record of Discussions with the Government of Republic of Malawi for the School for All Project, a technical cooperation project.

Since introducing its free primary education policy in 1994, Malawi has made substantial progress in increasing access to primary education within the country, reaching an 88% net enrolment rate in 2021. However, in terms of the quality of education, there are still major problems regarding internal efficiency, with nearly 21% of students in all school years needing to repeat the same class and only 50% of students passing the graduation exam. In addition, the results of surveys by the Southern and Eastern Africa Consortium for Monitoring Educational Quality (SACMEQ) in recent years (2015-2019) have revealed Malawi to have the lowest ranking for reading and the second from lowest ranking for mathematics of the 10 countries surveyed.
To overcome these issues, the Malawian Government has set education as one of its priority areas within its long-term national strategy known as Malawi 2063 and aspires to improve the quality of learning in schools through the strengthening of their governance and management.

By developing a model for strengthening school management, improving learners’ skills in numeracy and literacy, and reducing the number of dropouts and repeaters through community-wide collaboration, this project will both improve the quality of learning at the primary education level and contribute to the achievement of SDGs (Sustainable Development Goals) Goal 4 (Quality education).
