Addition of Moldova to target beneficiary countries of Japanese ODA Loan to the International Bank for Reconstruction and Development : Supporting displaced Ukrainians through the Global Concessional Financing Facility

On February 13, at the World Bank headquarters in Washington D.C., the Japan International Cooperation Agency (JICA) and the International Bank for Reconstruction and Development (IBRD)—one of the institutions of the World Bank Group—agreed to add Moldova to the list of countries eligible to receive concessional financing utilizing Global Concessional Financing Facility (GCFF) under framework of Japanese ODA loan to IBRD titled "Loan for MENA Financing Initiative,” (signed on February 21, 2018, with a loan limit of 100 billion yen). With the country hosting a sizable number of displaced Ukrainians, the assistance of the GCFF will contribute to Moldova’s improved capacity for support as a host country.

Russia's military invasion of Ukraine since February 2022 has resulted in an influx of refugees into Moldova and other Ukraine-neighboring countries, whose fiscal positions are strained. The GCFF was initially launched to provide assistance to countries hosting displaced Syrians, but was expanded to include those hosting refugees from beyond Syria, with Moldova being added to the list of eligible countries in May 2022. Through this loan, and by contributing to the GCFF, JICA enables host countries such as Moldova to receive concessional financing for responding to humanitarian needs and improving the living conditions of refugees.
