2. Background
Since regaining independence in 2002, Timor-Leste has been aiming to join ASEAN. In March 2011, Timor-Leste submitted its application for ASEAN membership.
At the ASEAN Summit in November 2022, Timor-Leste was granted observer status, allowing it to participate in all ASEAN meetings, with its membership as the 11th member country being approved in principle. Furthermore, in May 2023, a roadmap outlining necessary measures for formal ASEAN membership was adopted based on the findings of a fact-finding mission conducted by the three ASEAN communities (Political-Security, Economic, and Socio-Cultural).
This project aims to translate ASEAN Agreements and Instruments from English into Portuguese and Tetum to facilitate domestic ratification in Timor-Leste. It will collaborate with ASEAN Secretariat and ASEAN Member States (AMS) to conduct trainings and internships to enhance the capacity of Timorese public servants. The project also seeks to lead coordination among development partners and AMS to ensure effective and efficient implementation of various forms of cooperation, aiming for a collective impact. Furthermore, it will support ASEAN's monitoring of the progress of the roadmap for Timor-Leste's membership.

3. Project Framework
(1) Overall Objective
Timor-Leste’s full membership in ASEAN will be achieved.

(2) Project Objective
Cooperation for ASEAN Accession will be smoothly coordinated and ASEAN Roadmap will be implemented.

(3) Outcomes
Outcome 1: ASEAN Agreements and Instruments required for accession to ASEAN will be translated from English into Portuguese and Tetum for ratification in Timor-Leste.
Outcome 2: Through internships at the ASEAN Secretariat and other institutions and training in Timor-Leste, Timorese officials will deepen their understanding of ASEAN Agreements and Instruments and contribute to the ratification.
Outcome 3: Properly monitor the progress of the roadmap in Timor-Leste, particularly with regard to the ratification of the ASEAN Agreements and Instruments, and share sufficient information with the ASEAN Secretariat.
Outcome 4: Better coordination of the various cooperation efforts for Timor-Leste's accession to ASEAN will be achieved so that the cooperation of each donor and country supporting Timor-Leste's accession to ASEAN will have a collective impact.
