2026.10.13

The Japan International Cooperation Agency (JICA) supported the Department of Transportation (DOTr) in conducting a site visit for the members of the House of Representatives – Committee on Flagship Programs and Projects (CFPP) to key construction sites of the North-South Commuter Railway (NSCR) Project, including the Malanday Depot in Valenzuela City and Balagtas Station in Bulacan on October 13,2026. The visit provided legislators with a chance to directly observe the advancement of the project and gain firsthand insight into the progress, challenges, and significance of the project to the country's transport modernization efforts.

During the visit, members of the House of Representatives received updates on construction progress and measures being undertaken to address implementation challenges. The delegation was also briefed on the project's expected socio-economic benefits, including significantly reduced travel times, decongestion of major road corridors, enhanced transport safety, and improved connectivity between Metro Manila, Central Luzon, and neighboring growth centers.

By visiting the project sites, legislators gained a deeper appreciation of the NSCR’s role in transforming mobility and driving economic growth, while reinforcing the need for continued budgetary support to accelerate implementation and achieve the target of partial operations by December 2027.

The Malanday Depot, a critical component of the railway system, will serve as the operations and maintenance hub for trains running along the NSCR line. Meanwhile, Balagtas Station is among the stations that will bring modern rail services closer to communities in Bulacan and contribute to regional development.

The visiting legislators expressed appreciation for the opportunity to observe the scale and complexity of the project firsthand and emphasized the importance of ensuring that critical transport infrastructure investments continue to receive adequate support to deliver their intended benefits to the Filipino people.

Once completed, the NSCR will become one of the largest railway projects in the Philippines. It will also significantly improve mobility for millions of Filipinos and support the development of the Luzon Economic Corridor. The railway is expected to provide a reliable, efficient, and environmentally sustainable transportation alternative, helping improve access to jobs, education, and essential services.

The NSCR Project is being implemented by the Department of Transportation with financing support from the Government of Japan through the Japan International Cooperation Agency (JICA), together with other development partners. As construction advances, the project remains focused on achieving its milestones and delivering safe, convenient, and accessible railway services for future generations.

As Japan and the Philippines celebrate 70 years of diplomatic relations, the project demonstrates how sustained cooperation, coupled with strong legislative support, can translate into lasting development gains for the Filipino people.
