The Department of National Planning and Monitoring (DNPM) and Japan International Cooperation Agency (JICA) hosted the first Joint Coordination Committee (JCC) meeting for the Public Investment Management (PIM) Project on the 27th of May 2025 at Lamana Hotel, Port Moresby.

The PIM project aligns with JICA’s broader objective of assisting developing countries in strengthening their governance and administrative framework. The project aims to enhance the efficiency and transparency of public investment by strengthening capacities in making public investment project proposals, appraisal and selection, and monitoring and evaluation of investment projects in accordance with the Public Investment Program (PIP) Management Guidelines. Well-managed public investment is a key for Papua New Guinea to achieve mid- and long-term development aspiration set in Vision 2050 and Medium-Term Development Plan.

Key stakeholders such as Department of Agriculture and Livestock (DAL), the Department of Transport (DoTra), and Department of Treasury attended this JCC meeting. At the meeting, the participants actively discussed the project progress, the proposed adjustments to the Project Design Matrix and Work Plan and the view towards Sector-Wide Approach in PIM process.

Since the project started in December 2024, the project had key milestones recorded including the completion of baseline survey, implementation of capacity development trainings on project appraisal and monitoring as well as practical training on Excel, the design of a pilot PIP data platform and supporting the development of sector-wide approach in agriculture and transport sector.

As Mr. Matsuoka, Chief Representative of JICA PNG Office, made his opening remark, “Yumi wok olgeta manmeri bilong PNG”, we are looking forward to working together with DNPM, DAL, DoTra and other government organizations to lay the foundation for implementing more efficient and transparent PIM in this project.
