Striving for Better Construction: “KAIZEN PROJECT” Activity Diary Vol. 2

Hello, this is Nakanishi from the JICA Volunteer. I am currently working at the Provincial Works Supervision Unit in Alotau, Milne Bay Province, Papua New Guinea (PNG). In this activity diary, I would like to share the local road conditions and what I see at construction sites.
PNG is implementing the Connect PNG Program, aiming to develop the national road network by 2040. Recently, the national highway connecting Port Moresby and Alotau was opened, making land travel possible. The highway runs along the coastline and is managed by the provincial office. (Picture 1)

However, Milne Bay Province is a high-rainfall area, and road flooding occurs frequently. The provincial road branching from the highway, called North Coast Road, is unpaved and has steep slopes and erosion marks. (Picture 2)
In a previous KAIZEN PROJECT workshop, we introduced a simple log-based cross-drainage structure, and I am considering proposing a field trial here. (Picture 3)

The coastal area offers a wide and beautiful view, but poor drainage causes muddy road surfaces during long rains, making vehicle passage difficult. (Picture 4&5) At river crossings, increased water flow often damages culverts and embankments, creating a heavy burden for restoration work. Shifting to preventive maintenance is a major challenge. PNG is a country prone to natural disasters such as volcanic eruptions, earthquakes, and cyclones. Together with my colleagues, I hope to steadily promote improvements for more resilient road infrastructure.
JICA will work hand in hand with local partners to strengthen Papua New Guinea’s road networks and support sustainable infrastructure.
