Deputy Chief Parole Officer -attends JICA Training on Management of Correctional Facilities and Rehabilitation of Offenders

Mr. John Loko, Deputy Chief Parole Officer from Department of Justice and Attorney General in Papua New Guinea (PNG), participated in the JICA’s Knowledge Co-Creation Program (KCCP) “Management of Correctional Facilities and Rehabilitation of Offenders”. This program brought together participants from 14 developing countries to explore challenges in the safe and proper management of correctional facilities, offender treatment within institutions, community-based rehabilitation, and strategies for reducing recidivism, drawing on Japan’s correctional system as a reference.
Reflection on the training, Mr. Loko said: “I gained a deep understanding of Japan’s philosophy emphasizing rehabilitation, reintegration, and respect for human rights. Beyond lectures, visiting prisons and rehabilitation centers allowed me to experience firsthand the practical approaches and innovations in Japan’s correctional system.” He added “The training was not only about acquiring technical knowledge but also about cultural exchange and building networks. Through interactive workshops and case studies, we discussed solutions tailored to each country’s challenges and gained practical insights.”Mr. Loko also shared his impression of Japan as “The cleanliness and safety of the environment, the warmth of Japanese hospitality, and the diversity and beauty of Japanese cuisine were unforgettable. Experiencing the harmony between history and modern life deepened my appreciation of Japanese culture.”
Building on this experience, Mr. Loko plans to work toward establishing a National Transition Centre for Prisoners in PNG. This center will provide structured support for ex-prisoners, parolees, and juveniles, helping them reintegrate into society. The initiative aims to prevent reoffending and create safer communities through collaboration with local communities, NGOs, and faith-based organizations. The plan aligns with PNG’s national crime prevention policies and Vision 2050, contributing to a sustainable and inclusive society.
He also expressed his commitment to sharing knowledge gained from training, mentoring young officers, advocating policy reforms, and promoting public awareness on rehabilitation and reintegration.
JICA will continue to work closely with the Government of Papua New Guinea to advance the rule of law and strengthen justice sector reforms.
