Oiwa Takaaki, professor, Faculty of Economics at Yamaguchi University and Nikolay Murashkin, research fellow at the JICA Ogata Sadako Research Institute for Peace and Development in Tokyo wrote Chapter 6, titled “Institutional Mechanisms and Maritime Development Cooperation" in the publication “India-Japan-ASEAN Triangularity: Emergence of a Possible Indo-Pacific Axis?” edited by Jagannath P. Panda.

In this chapter, the authors examine the possible role of the trilateral India-Japan-ASEAN relationship in the three partially overlapping regions that make up the Indo-Pacific. These are the Pacific Rim, East Asian region, and the Indian Ocean region. In particular, they focus on institution-building, the appropriate mechanisms for this, and the maritime development cooperation that can contribute to institution building in these regions. The chapter also considers ASEAN as an entity in its own right since it is itself an institution and a group of partners cooperating in regional development. This is important because, while the emergence of the Indo-Pacific concept has been influencing macro-level dynamics in the Asia-Pacific, the proliferation of overlapping subregional arrangements, especially among the middle powers in the group, is contributing to both the reshaping and the possible fragmentation of the region. The chapter concludes by examining the role and function that India-Japan-ASEAN triangularity could play in integrating Asia with the super-regional Indo-Pacific.

In this work, the contributors examine the strategic and global partnership between India and Japan and their collaboration with the ASEAN group of nations.
