In Bhutan, there are still many people who do not have access to electricity. The Royal Government of Bhutan (RGoB) has addressed "Provision of Electricity for all by 2013" under the Tenth Five Year Plan (2008-2013) based on the concept of Gross National Happiness (GNH).
JICA, based on the request from the RGoB, has supported the above plan by the ODA Loan titled "Rural Electrification Project" since 2007, and the Technical Cooperation Project for Improvement of Efficiency for Rural Power Supply in order to support the operation and maintenance of rural electrification.
Under the said Technical Cooperation Project, the capacity of the Bhutan Power Co. Ltd. (BPC) for operation and maintenance of rural power supply is developed, by enhancing the capacity under the Priority Issue Solving Activity, introducing Operation and Maintenance Manual, and upgrading the training capacity.
