Background

In Colombia, after a half-century civil war, the government and the Revolutionary Armed Forces of Colombia (FARC) signed a peace agreement in order to end armed conflicts. The peace accord consists of six points following: "comprehensive rural reform, political participation, bilateral and definitive ceasefire and cessation of hostilities and laying down of arms, solution to the problem of illicit drugs and victims, and implementation and verification mechanism." As the first point of comprehensive rural reform shows, rural development plays a crucial role to decrease economic gaps between urban and rural areas which is seen as a main factor causing the long civil war, and to build the peace in Colombia.

Rural Development Agency (ADR), founded in 2015, is an agriculture and rural development policy implementation entity and supporting nationwide farmers through territorial approach. However, more knowledge is required to intervene in conflict affected areas. This project cooperates to strengthen the rural development support system in conflict affected areas, which contributes to strengthening the inclusive rural development to promoting peace building and aims not to repeat the armed conflicts in Colombia.

Japan International Cooperation Agency (JICA) shows in Global Agenda 11, supporting resilient state and society building to prevent the outbreak and recurrence of conflicts, and this project is expected to contribute to building resilient societies and trust in vulnerable societies.

The Overall Goal

In the conflict-affected areas prioritized by the National Government, application of agricultural and rural development project models (including PIDAR) which secures inclusiveness of communities and contributes to the implementation of peace agreement is promoted.

Project Purpose

Integrated and Sustainable agricultural and rural development projects securing the social inclusion and economic self-sustainability of the families of the victims is promoted in the conflict-affected areas, mainly in the PDET areas, and ADR's administrative and technical capacity for planning and implementing above projects is strengthened.

Output

  • Agricultural and rural development projects (including PIDAR) which are implemented in the conflict-affected areas, mainly in the PDET area, is strengthened to secure inclusiveness, and to contribute to promote the implementation of the peace agreement through the implementation of pilot projects.
  • ADR staff's administrative and technical capacity for appropriately and effectively planning and implementing agricultural and rural development projects (including PIDAR), which contribute to promote the implementation of the peace agreement,with securing inclusiveness, in the conflict-affected areas , mainly in the PDET area, is strengthened.

Project Activities

Activity 1-1 Identify challenges when ADR appropriately and effectively plans agricultural and rural development projects (including PIDAR) in the conflict-affected areas.
Activity 1-2 Select the sites for pilot project based on the joint proposal of ADR and JICA.
Activity 1-3 Analyze the territorial security and the characteristics of the candidate sites for the pilot project (influence of the armed conflict, geography, community composition, main crops, existing infrastructure, stakeholders, etc.) proposed in activity 1-2 and define the territories for the pilot projects.
Activity 1-4 Plan the pilot projects for agricultural and rural development projects (including PIDAR) at the sites selected in Activity 1-3.
Activity 1-5 Implement the pilot projects planned in Activity 1-4.
Activity 2-1 Conduct workshops to formulate manuals and extract the learn lessoned from Activities 1-4 to 1-5.
Activity 2-2 Based on Activities 1-4, 1-5 and 2-1, formulate manuals and/or documents of the improved and/or developed methods to strengthen the agricultural and rural development projects (including PIDAR) in the conflict-affected areas.
Activity 2-3 By utilizing the manual and/or document formulated by the Activity 2-2, conduct training for ADR team dealing with the PIDARs - HQ level and UTT, the technical and administrative capacities to appropriately and effectively plan and implement agricultural and rural development projects (including PIDAR) in the conflict-affected areas."
