The Inauguration and Handover Ceremony of the X-ray Inspection Facilities

Address by Mr. Odachi

The Inauguration and Handover Ceremony was held on May 5th, 2011 in Hai Phong City with the participation of many senior officials of the two governments, Minister of Finance of Japan, Minister of Finance of Vietnam, Secretary of Communist Party of Hai Phong City, Director General of Vietnam Customs. This is the second X-ray scanner which was aided to Vietnam Customs under the Japan Government Grand Aid Program to reinforce of Customs functions at Hai Phong Port. It was expected to be able to inspect large scale cargoes such as containers, automobiles and small boats with greatly reduce the inspection time in comparison with the manual procedure. In the ceremony, Mr. Odachi, Japanese vice Minister of Finance made a remark that he believe and hope the introduction of the system will surely help Vietnam Customs to strengthen the counter-terrorism/anti-terrorism measures as well as to facilitate and secure the international trade. Taking opportunity, Mr. Odachi also expresses the appreciation for the supports of Vietnam for natural disaster in March in Japan. In reply the address of Mr. Odachi, Mr. Do Hoang Anh Tuan, Vice Minister of Finance of Vietnam expressed his gratitude for providing the X-ray inspection facilities and hoped the system will improve Vietnam Customs administration. To utilize the system efficiently and effectively, JICA is planning to dispatch experts to transfer technical skill on X-ray image analysis in the near future with the cooperation of Japan Customs.
