Project for the Establishment of Anti-Trafficking in Persons (TIP) Hotline in Vietnam

In Viet Nam, due to the economic gap between urban and rural area, the movements of people from rural to urban, from domestic to overseas have been accelerated. Based on these movements, trafficking in persons (TIP) has been also increasing and become a serious issue in the past years. Under such circumstances, the Government of Viet Nam considers TIP as a serious social issue which needs to be tackled urgently. Types of TIP are becoming much more complicated and difficult to identify. Under such circumstances, demand for counseling services and information regarding safe migration and anti-human trafficking are growing. Although there are existing hotlines (telephone counseling services) which are operated by NGOs for a limited period, or operated as one part of provincial government's services without coordination among relevant organisations (such as the Police, shelters etc.). In this connection, the establishment of the Hotline on TIP is considered essential and could strengthen the collaboration network on anti-TIP in Viet Nam.
To address this issue, the Government of Viet Nam requested the Government of Japan for technical cooperation in August 2010. In response to the request, the Detailed Planning Survey Team of JICA was dispatched to Viet Nam to collect necessary information and to discuss with concerned authorities to formulate the Project. As a result, a framework of the Project that includes Project Design Matrix (PDM) and tentative Plan of Operation (PO) were formulated. JICA and Vietnamese Authorities concerned have clarified measures to be taken by both sides for effective implementation of the Project.
This Project aims to strengthen the functions of the current Child Help Hotline operated by MOLISA and expand its functions as a hotline for the prevention for anti-trafficking in persons as well as support for the social reintegration of trafficked persons. Other Project activities include strengthening the referral mechanism among cooperating organizations, capacity developing of counseling staff, PR for hotline and so on.
Anti-TIP hotline on preventing TIP and supporting trafficked persons is established at the Central level and in the target provinces.
