Baseline survey was conducted

The Project conducted a survey to collect baseline data to update actual situation in 6 targeted provinces and to review the Project indicators. The survey was implemented in 9 provinces: Hoa Binh, Son La, Dien Bien, Lai Chau, Lao Cai, Yen Bai (as targeted provinces) and Lang Son, Bac Giang. Thai Nguyen (as control provinces), and other 54 provinces through self-filling forms.

The baseline survey was intentionally designed to describe the network and activities of DOHA referral activity in the 6 targeted provinces. The result of the Baseline Survey shows the insufficiency for training need identification on DOHA activity, especially training management. And even evaluation for trainings are implemented, practical use of the evaluation is not shown in the survey. Regarding on the result of referral activity, each targeted province practically collect numbers of referral cases at each level (between district and province, and between province and central). However, reviewing for the referral cases (need to evaluate each referral case is proper or not) is issue and challenge in targeted province. Based on the result of Baseline Survey, the project will implement activity to strengthen these points to achieve the Project objective.

In January 2014, the chief advisor presented the final report of baseline survey at Joint Coordinating Committee. The event was participated and co-chaired by the Vice Minister of Health and JICA Senior Representative.
