Project Terminal Evaluation and the 4th JCC Meeting

Prior to the Project termination in March 2017, terminal evaluation was conducted for 2 weeks from 24th October, and in the 4th JCC meeting which was held on 9th November, evaluation result was presented and all counterparts shared and confirmed the key activities till the end of the Project in terms of achievement of Project purpose and its sustainability.

The evaluation result shows that 5 evaluation criteria (Relevance, Effectiveness, Efficiency, Impact, and Sustainability) are generally rated high and Project purpose was almost achieved. However, DOHA handbook consolidating Project's outputs and referral data management software (RDMS) conformed to the referral Circular were not completed by the time of evaluation. Therefore, the completion and operation of these 2 outputs are come up as recommendation for their effectiveness and sustainability even after the Project.

In the JCC meeting, evaluation result was presented by the evaluation team, and activities plan and challenging issues for the remaining period were shared among the counterparts from MOH and 6 target provinces.

Representatives from MOH and JICA Vietnam office emphasized the importance of actions on the recommendation and sustaining Project outputs for further strengthening DOHA and referral system.

For the remaining period of 4 months after the JCC meeting, the Project will dedicate its best efforts to resolve the recommended issues and to implement activities for dissemination of the Project outputs to other provinces.
