1) This seminar was carried out to seek any countermeasures to improve the effectiveness of the Law Enforcement Monitoring work of BLEM and other relevant authorities by having a discussion among them on today's theoretical and practical issues.

2) This seminar contributed to establish a common understanding among participants on many issues, such as what are the current problems to be addressed, what kind of LNDs are necessary in future, and what kind of work tools are needed, etc.
