On 24 September 2015, a kickoff meeting of the Project was held at the headquarters of General Department of Vietnam Customs (GDVC) in Hanoi. For GDVC, 12 out of 19 members of Project Management Unit (PMU participated in the meeting. For JICA, all of 3 long-term experts assigned to the Project and a representative from Vietnam Office attended the meeting.

At the meeting, participants first reviewed the Project Design Matrix (PDM) and the Plan of Operation (PO) for the Project, and agreed to update the PO reflecting changes of situation after the agreement on the implementation of the Project on 25 May 2015. Then, participants discussed how to proceed in principle with initial activities of each Outputs, i.e. (1) Identification of a direction of future course of action for enhancing the utilization of Viet Nam Automated Cargo Clearance System (VNACCS), (2) Streamlining and enhancing the operation of Post Clearance Audit (PCA) and (3) Strengthening the capacity of customs officials on risk management. Details of activities are to be consulted with members of each output group shortly.
