The 3rd Short-term Experts Mission for Post Clearance Audit

From 7 to 11 May 2018, at the headquarters of General Department of Vietnam Customs (GDVC) in Hanoi, two short-term experts from Japan Customs conducted support activities for Output 2 of the Project, "Operation of Post Clearance Audit (PCA) is streamlined and enhanced".

From 7 to the morning of 10 May, PCA workshop was held for about 110 officials including officials from PCA Department of GDVC, local Customs and Vietnam Customs School, and the short-term experts shared techniques for PCA such as information collection and data analysis, and conducted case studies on Customs Valuation, HS Classification and Country of Origin. Vietnam Customs also conducted case studies, and the discussions by the participants followed.

In the afternoon on 10 May, the meeting was held among JICA long-term and short-term experts, and officers of PCA Department of GDVC and a Vietnam Customs School in order to exchanged views based on the result of the workshop. Besides, the participants confirmed progress of activities and discussed improvement of the PCA operation and update of training course/training materials as a result of activities of the Project so far, and future course of actions of the project.

In the morning on 11 May, JICA experts visited PCA Branch of Hanoi Customs. Hanoi Customs officials explained outline of PCA of Hanoi Customs, and then conducted case studies on Customs Valuation, HS Classification and Country of Origin and held discussions among the participants.

Based on the results of this mission, the actions to improve PCA operation and update training course/materials for PCA will be continuously considered.
