Inception Workshop for SPI-NAMA Project Activities in HCMC in 2018

In April 13, 2018, the Inception Workshop was jointly organized by Ho Chi Minh City DONRE, - MONRE and JICA for introducing the Work Plan of SPI-NAMA Project in HCMC during a year in 2018. Including Deputy Director from DONRE, and Deputy Director General from MONRE/DCC, over 100 participants attended from the government officials in related ministries and private sectors in HCMC.

The followings are the main objectives of the workshop as the kickoff event of the activities in 2018.

  1. To introduce the current status of NDC load map development which serves as a key platform for climate change policy framework in Vietnam ,and provide the expected further progress in HCMC.
  2. To introduce the draft work plan of the activities in JICA SPI-NAMA project in 2018 and hear the comments on the plan from the related parties.

In the opening remarks, Mr. Truong Duc Tri, DDG, MONRE/DCC stated that the activities of SPI-NAMA project in HCMC would effectively contribute to NDC implement in Viet Nam, and Ms. Nguyen Thi Thanh My, DG, DONRE declared the importance to lead the climate change mitigation action by HCMC where is vulnerable to the climate change, also mentioned the necessity of the implementations along with the MRV manuals and the GHG inventory manual which are one of the key outputs form the activities between 2015~17 in SPI-NAMA project.

After the opening remarks, Dr. Luong Quang Huy, Director, MONRE/DCC, Mr. Nguyen Huy Phuong, DONRE/CCB and Mr. Kato, the team leader of short-term experts had the presentations.

Dr. Luong Quang Huy, Director, MONRE/DCC introduced the Current state of Viet Nam's readiness for NDC implementation including Roadmap Decree. To achieve the mitigation target (by 2030: 8% GHG emission reduction below BAU and 25% conditional on international support) indicated in Vietnamese NDC under the Paris Agreement, the Roadmap Decree requires the line ministries in related sectors, local government and cities to establish and develop their action plans of the NDC implementation. The Roadmap Decree also intends the approach to MRV framework, and the line ministries or local governments are expected to achieve MRV under the framework.

Mr. Nguyen Huy Phuong, HCMC Climate Change Bureau (CCB) shared the climate change action plan between 2016 and 2020 in HCMC. SPI-NAMA project from 2015 to 2017 has supported to establish the GHG inventory for base year 2013, and to enhance implementation capacity of MRV on the mitigation strategy which has been in the part of action plan in the city. It was also declared that, the GHG inventory manual as well as the MRV manual has been on the process to be approved by the city government.

Mr. Kato, the team leader of short-term experts introduced the work plan and structures of three main activities in 2018 on SPI-NAMA project; 1) Elaborating actions to strengthen the HCMC Climate Change Action Plan at policy level, 2) Strengthening City-level GHG Inventory, based on the past cooperation and 3) Investigating action plan development and MRV for the targeted sector in HCMC as pilot (transport sector). Although the current climate change action plan does not include the quantification of the target on GHG emission reduction; it is possibly requested to indicate some numerical target for the action plan from 2020 when the NDC Roadmap Decree is approved. In this case, the options are expected to be developed based on the scientific evidences, and it is insisted that the support from the project in 2018 must elaborate such implementation.

The open discussion in the last session was moderated by Mr. Truong Duc Tri. There was some challenge raised from some participants about the implementation of Climate Change Action Plan (CCAP) and Green Growth Action Plan (GGAP) in HCMC especially the simplification of the reporting process to the central government. Also there was the suggestion for the effective use of ICT・smart technology for GHG inventory and the collection data concerning to the climate change measures. Additionally, there was some expectation to further support from JICA for enhancing plan for CCAP implementation in HCMC in the future.

The measure policy of the activities in 2018 had been identified with consideration of the discussion in the workshop, and further activities would be cooperated by the city and related parties through this project.
