Parties discussed the project progress and activity plan for 2018

On November 7, under the chairmanship of Mr. Thon who is the Director of the Central Manage-ment Unit (CPMU) of SNRM Project and Director General of Management Board for Forestry Pro-jects (MBFPs) under Ministry of Agriculture and Rural Development (MARD), we held a meeting to discuss the activity progress in 2017 and the annual plan in 2018 in Son La City, Son La Province. The participants of this meeting were from CPMU, 5 Provincial Project Management Units (PPMUs) from project provinces, and Japanese experts.

Regarding the progress of activities in 2017, it was reported that they were going well as planned as a whole although there was delay in afforestation activity.

As of forest monitoring using tablet PCs, while realizing its usefulness, participants requested to CPMU that the monitoring system should have a legal basis. Responding to that, Mr. Miyazono, Chief Technical Advisor of SNRM Project emphasized that central government was currently con-ducting revision of a legal document related to forest monitoring and that would support tablet PCs as one of the tools for collecting forest information.

Meanwhile, participants requested further expansion of the current pilot activities. Amongst REDD+ activities under Component 2, each province intended to expand successful models in other areas from 2018 based on their PRAP approved this year. This is somehow in contradiction to the current project plan which only aims for a shift to monitoring of existing pilot activities after June 2018. Mr. Thon stressed that Vietnamese side needs continuous support from JICA and other donors, and that each province was required to make further efforts to make the best use of their local resources, learning from the experience of Dien Bien Province in which the production of May Cha Bamboo (Pseudosasa amabilis) is expanded in cooperation with private sector.

The PRAP approval in all four provinces laid a solid background and created favorable conditions for implementation of REDD+ activities. There is a proverb that says "Strike while the iron is hot" and it's important to conduct appropriate activities in a good timing while the momentum is being kept high to take full advantage of external support and local available resources. JICA/ the Project manages to solicit and propose to provinces new opportunities and ways of utilizing various re-sources to respond to their forestry sector development needs.

PhotoAn active discussion took place under the chairmanship of Mr. Thon, Director of CPMU. He stressed that it was necessary for each of project provinces to look for new support to enhance future activities.
