Online Seminar for Information Security Sharing Center (ISAC)

On February 3, 2021, an online seminar on Information Sharing Analysis Center (ISAC) for information and cyber security was held through online connection between Japan and Viet Nam.

On the Japanese side, a total of 15 people (including 3 project members) from the Office of the Director-General for Cybersecurity, Ministry of Internal Affairs and Communications, ICT-ISAC, Financial ISAC, and JICA Headquarters participated.

On the Vietnamese side, 12 members of the Authority of Information Security (AIS) of the Ministry of Information and Communications (MIS), including the Deputy Director General, participated in the meeting.

Currently, AIS is trying to establish an information sharing system (ISAC) that connects state-owned enterprises and private enterprises in each sector, mainly ministries. The purpose of this seminar is to share the experiences and challenges of Japan's information sharing system and to learn lessons for the establishment of Vietnamese version of ISAC.

In the seminar, Japanese side introduced the efforts of MIC on ICT-ISAC, the organization and activities of ICT-ISAC, and the organization and activities of Financial ISAC. The Vietnamese side shared the image of ISAC they are looking for and the challenges they face, and various questions were directed to the Japanese side.

Through the question-and-answer session, practical discussions were held on how ISAC was established in Japan, its initial activities, methods of confidence building, and ways to promote the provision of information.

On the other hand, it became clear that it would be difficult to make the Japanese version of ISAC into the Vietnamese version due to the differences in social systems and cultures. In future support, it is necessary to implement appropriate cooperation so that the ISAC can fit into the Vietnamese system and culture.
